Abstract

Penelitian ini bertujuan mengkaji fenomena begal di Indonesia, mengidentifikasi faktor-faktor penyebab, dampak yang ditimbulkan, upaya pencegahan, serta perspektif Islam dalam memandang dan mencegah tindak kejahatan begal. Penelitian menggunakan metode studi kepustakaan (library research) dengan pendekatan deskriptif-kualitatif. Data diperoleh dari buku, artikel jurnal nasional dan internasional, peraturan perundang-undangan, laporan resmi pemerintah, serta literatur keislaman yang relevan. Data dianalisis menggunakan teknik analisis isi (content analysis) melalui proses pengumpulan, seleksi, klasifikasi, interpretasi, dan sintesis berbagai sumber pustaka. Hasil penelitian menunjukkan bahwa begal merupakan bentuk kriminalitas yang dipengaruhi oleh faktor ekonomi, rendahnya pendidikan dan moral, lemahnya pengawasan keluarga, lingkungan pergaulan, serta penyalahgunaan narkoba. Dampaknya meliputi kerugian materiil, trauma psikologis, menurunnya rasa aman, dan terganggunya stabilitas sosial. Upaya pencegahan dilakukan melalui penguatan patroli, penegakan hukum, pemanfaatan teknologi, pendidikan karakter, serta kolaborasi pemerintah dan masyarakat. Dalam perspektif Islam, begal termasuk jarīmah hirābah yang dilarang keras karena mengancam jiwa, harta, dan keamanan masyarakat. Pencegahannya dilakukan melalui penguatan akidah, akhlak, pendidikan Islam, penegakan hukum yang adil, serta implementasi nilai-nilai maqāṣid al-syarī‘ah demi mewujudkan kemaslahatan bersama.
